In May of 2009, Alabama passed into law the Communications Modernization and Lifeline Improvement Act (formerly known as SB 373). The passage of this bill updated Alabama’s current telecommunications structure to reflect today’s marketplace of VoIP, wireless, broadband and other competing technologies. This law now provides companies an incentive to invest and innovate in existing and new technologies. Consumers will be benefited by this new investment and innovation, not only by the dollars it will bring to the state, but also the greater choices and competition in services and service providers it will bring. Most importantly for consumers, this law further developed the Lifeline and Link-Up programs in the state to encourage more usage and adaptation by consumers.
